So the other guy doesn’t read complaint emails and that makes your software look bad? Catch-22. Is there some way you can stop doing the work he ought to be doing but also deflect the inevitable repercussions, so they go in the direction of him or his manager?

If he was sending complaints straight into the bin for eight years, I suspect you won’t be able to get him to start doing his job 'properly' now. But it’s not your problem is it? It might be his manager's problem but it sounds like he’s not doing his job properly either (if he’s scared to confront the guy).
